FINAL DECLARATION OF THE 24TH INTERNATIONAL MEETING OF COMMUNIST AND WORKERS' PARTIES
Havana, Cuba, August 7-8, 2026
“Defending and honoring the legacy of the Cuban Revolution on the centenary of Fidel’s birth and consolidating solidarity with socialist Cuba; strengthening joint actions and joining forces for peace and against imperialist aggression.”
The communist and workers' parties gathered in Havana, Cuba:
Recognize the complexity of the current international context and the threat posed by the aggressive and interventionist policies of the United States and other imperialist powers, within the framework of the imperialist system and the relations of rivalry/cooperation that permeate it, for the defense of the sovereignty, independence, and self-determination of our peoples, to eliminate the exploitation of man by man and end the causes of imperialist wars, poverty, and the oppression of peoples; as well as to guarantee the protection of the environment.
Underline the importance of unity, solidarity, and cooperation among communist and workers' parties as a fundamental path to achieving a decisive response to the increase in inequality and exploitation in capitalist countries worldwide, as well as the intensification of rivalries and contradictions within the imperialist system itself, and the belligerent offensive led by the United States that is provoking new aggressions and conflicts.
Emphasize the importance of strengthening debates and discussions on topics that contribute to the articulation and synergy among the communist and workers' parties that comprise this historic platform, which is approaching its 30th anniversary.
Reaffirm the enduring relevance of the thought of the historic leader of the Cuban Revolution, Commander-in-Chief Fidel Castro Ruz, in the context of the centennial commemoration of his birth. His ideas, against capitalist exploitation, profoundly anti-imperialist, humanist, internationalist, and based on solidarity, are essential to confronting the colossal challenges of the current international arena, halting the resurgence of fascism, and protecting future generations from the scourge of imperialism and war. Their efforts and concrete actions in the struggle for socialism and to strengthen unity and joint action among communist and workers' parties, and the entire anti-colonialist and anti-imperialist forces, are of extraordinary relevance today and constitute the path forward for continued progress in a dynamic and robust articulation, in conflict with big capital and its power. Their unwavering commitment to genuine peace for all peoples, international law, and the purposes and principles enshrined in the Charter of the United Nations, thanks to the Soviet Union and the other socialist countries, and which are being undermined today, compel us to hold high the banners of struggle for a truly just, democratic, and equitable international order for our peoples, which socialism can guarantee.
Reiterate their solidarity with the Communist Party of Cuba and the courageous Cuban people, who are resisting an unprecedented imperialist aggression due to the current United States government's attempts to overthrow the Revolution and reverse the achievements of the past 67 years.
Condemn the genocidal and inhumane economic, commercial, financial, and energy blockade imposed by the United States government, whose terrible impacts severely damage the daily lives of all Cubans and impede the country's legitimate right to development. This system of unilateral coercive measures is becoming increasingly comprehensive, having been intensified by two executive orders that aggravate its illegal and coercive nature.
Denounce the arbitrary indictment of Army General Raúl Castro Ruz by the Department of Justice, as part of a stratagem to tarnish his greatness and his undefeated legitimacy.
Demand the exclusion of Cuba from the spurious and unilateral U.S. list of supposed state sponsors of terrorism, a designation that is entirely meaningless when we recall the more than 3,000 victims suffered by the noble Cuban people at the hands of this scourge.
Emphasize the irrevocable nature of the Cuban people's will to build and achieve socialism as the only system capable of guaranteeing full human freedom.
In this regard, they agree on the following actions.
- Continue supporting and standing with the Cuban people, the Communist Party of Cuba, and the Revolution in the face of the current imperialist aggression.
- Coordinate different actions and initiatives to increase denunciation of the economic, commercial, financial, and energy blockade imposed by the United States government against Cuba.
- Continue advancing toward strengthening cooperation and unity among communist and workers' parties in the struggle against imperialism and capitalism, for the defense and affirmation of sovereignty and rights, and to achieve peace and socialism.
- Continue developing solidarity with the struggles of peoples throughout the world who defend their sovereignty and rights against imperialist aggression and interference, such as the struggle of the Palestinian people and other peoples of the Middle East, Latin America and the Caribbean, and Africa.
- Promote the solidarity movement with peoples against imperialist aggression, the struggles of the working class and of peoples throughout the world, to honor the history of the communist movement and of class struggles and to analyze the conclusions of the trajectory of the IMCWP in view of the 30th anniversary of their founding in 2028.
ACTION PLAN
The Communist and Workers' Parties participating in the 24th International Meeting of Communist and Workers' Parties (IMCWP), organized by the Communist Party of Cuba in Havana, declare their will and determination to undertake joint and convergent actions on the following main issues until the next meeting:
Oppose imperialist wars, the arms race, including nuclear weapons and foreign military bases, and reject all NATO practices, which intensified its preparations for war at the last NATO Summit in Ankara. In this context, increase propaganda and class mobilization against NATO expansion and aggression worldwide; oppose the participation of NATO and its allies in the wars in Ukraine and Iran and in Israel's aggression against the Palestinian people; strengthen the struggle for NATO withdrawal and dissolution; organize anti-imperialist and anti-war events on September 21, World Peace Day; and support the efforts of the World Peace Council.
- Denounce the arbitrary inclusion of Cuba on the U.S. list of alleged state sponsors of terrorism and interference in its internal affairs. Express support for and solidarity with the Cuban people and the Communist Party of Cuba in their demand for the immediate and unconditional lifting of the economic, commercial, and financial blockade and the energy embargo imposed by the criminal government of the United States. Strengthen solidarity with Cuba by organizing initiatives of various kinds in our respective countries; hold protest demonstrations in front of U.S. embassies and in other public spaces to denounce the U.S. blockade and the terrible impacts of the two executive orders (of January 29 and May 1) on key areas for the development of the Cuban people, such as the electricity sector, food production, tourism, and the serious impacts on the healthcare system. Disseminate the truth about the situation in Cuba to the general public; and actively counter the media manipulation campaigns orchestrated and financed by the U.S. government and other imperial powers to overthrow the Revolution. To build and mobilize public opinion to denounce and thwart any threat of military intervention against Cuba.
- Coordinate concrete actions and initiatives to break the imperialist blockade against Cuba by calling on trade unions and workers' organizations, particularly those in the maritime and logistics transport sector, to work together with the CTC to deliver containers with essential medicines, food, and humanitarian aid to Cuba, which are currently being held in ports around the world and in the Caribbean and Central America.
- Condemn the illegal wars initiated in June 2025 and continuing to this day by US imperialism and the criminal Israeli regime against Iran. The Iranian people have expressed their firm demand for an immediate end to the war and the restoration of peace, rejecting imperialist intervention. Demand the immediate and complete cessation of all foreign interventions, military aggressions, covert operations, and external interference under any pretext or guise. The future of Iran must be decided by the Iranian people themselves, and exclusively by them. True democratic progress, lasting peace, and genuine national sovereignty can only be forged by the Iranian people, free from external impositions and with the support of progressive anti-war forces worldwide.
- Demand an end to the brutal Israeli attacks against the Palestinian people, an end to the occupation, and the realization of the Palestinian people's rights to self-determination, resistance, and a sovereign and independent state. Demand the right of return for refugees, guaranteeing conditions in accordance with relevant UN resolutions, and the release of Palestinian political prisoners. Condemn the colonial and discriminatory policies of the United States and Israel, including the construction and expansion of settlements in the occupied Palestinian territories,the whole of southern Lebanon. In this context, commemorate the International Day of Solidarity with the Palestinian People on November 29.
- Consider the fight against fascism and its manifestations as one of the priorities of the international communist movement. Organize the celebration of Victory Day 2027 as the day of victory over fascism in 1945.
- Organize May Day 2027, International Workers' Day, with greater force as a day of class struggle for workers' rights, social justice, and equality; for the abolition of capitalist exploitation worldwide; and against the criminalization of workers' struggles and trade union rights.Strengthen class-oriented trade union work by rebuilding rank-and-file organization in workplaces.
- Support initiatives and mobilizations for the defense of popular sovereignty with a class character in the context of natural disasters, social conflicts, wars, and other situations that require it.
- Show solidarity with communists who face all forms of repression, interference, and prohibitions, and whose political rights and freedoms are being usurped anywhere in the world.Strengthen coordination to confront the criminalization of communist activities and of all organizations fighting against imperialism and for solidarity among peoples.
- Develop joint activities against anti-communism, fascism, and manipulated propaganda against the historical contribution of the Union of Soviet Socialist Republics (USSR) to humanity. Undertake joint efforts to commemorate the 110th anniversary of the Great October Socialist Revolution, highlighting the enduring relevance of socialism worldwide.
- Strengthen the struggle of women against inequality, oppression, and discrimination, increasing mobilization on March 8, International Women's Day, especially among working women.
- More than fifty years after the war, occupation, and artificial division of the island and its population, support the reunification of Cyprus in accordance with the relevant UN resolutions. Support the struggle of the people of Western Sahara for their right to self-determination in accordance with the relevant UN resolutions; as well as Argentina’s right to exercise sovereignty over the Malvinas Islands, the South Sandwich Islands and South Georgia.
- Actively participate in popular mobilizations to demand environmental protection and reject the capitalist model of production and consumption.
- Achieve joint action by the Communist and Workers' Parties and their affiliated organizations to strengthen international anti-imperialist organizations, in particular the World Federation of Trade Unions (WFTU), the World Peace Council (WPC), the World Federation of Democratic Youth (WFDY), and the Women's International Democratic Federation (WIDF).
- Strengthen interaction and cooperation between communist and workers' parties in all regions of the world to successfully pave the way for the 25th International Meeting of Communist and Workers' Parties in 2027.
- Express our commitment to organizing activities to commemorate and pay tribute to Commander-in-Chief Fidel Castro Ruz in the centenary year of his birth.
- Coordinate actions and mobilization initiatives for peace in different countries.
- Fight against far-right propaganda, racism and xenophobia in order to reaffirm the principle of international working-class solidarity.
